Navy’s Modest $602M Unfunded Request Includes 6 Military Construction Projects

Behind a record-breaking $1.5 trillion Pentagon budget request, the Navy’s unfunded wish list focused on a handful of military construction projects, according to the document reviewed by USNI News.
The $602 million unfunded priority list leads with $50 million for a 16,118 square foot facility at Naval Submarine Base New London, Conn., for maintenance equipment for Virginia-class submarine, $169 million for a 77,400 square foot facility for the Theater Undersea Surveillance Command at Whidbey Island, Wash., and $86 million for stormwater management facilities for the U.S. Naval Academy in Annapolis, Md.
Other items include $121 million for a periscope repair facility in Bangor, Wash., $68 million for a research and development lab for cyber warfare and $108 million for a P-8A Poseidon hangar at Whidbey Island, Wash.
The six-item list is a fraction of last year’s $7.4 billion Navy unfunded request that focused on the Navy’s air wing of the future and munitions spending.
This year’s budget includes major munitions expenditures including $7.3 billion for Standard Missile 6s and Tomahawk Land Attack Missiles, USNI News previously reported. Additionally, the Navy is investing more in unmanned aircraft and doubling F-35 Lightning II fighters for the Navy and Marine Corps.
Other services and combatant commands did not submit lists to Congress this year.
“U.S. Space Command is not submitting an Unfunded Priority List for FY27 as our highest priority requirements are addressed within the President’s Budget request,” a SPACECOM spokesperson told Breaking Defense.
Likewise, U.S. Indo-Pacific Command commander Adm. Sam Paparo told the House Armed Services Committee last week he was not planning on submitting a list.
